The cleat at the top takes all the load. The bottom cleat which is plastic is only to secure the excess cord and not any load. 

I create a loop above the cleat and hook an elastic cord to it. With plenty of vang the downhaul will pop of the mushroom.

I had the same.  Cleat just gets worn, I replaced it.  Slghtly scary as it's riveted but the tech at my club has a riveter and a fearless disposition

Have you involved the mushroom in the middle of the mast as well?

I've upgraded to the main halyard upgrade which is a continuous tapered rope. It make putting the sail up very easy, but despite being apparently 3mm ie the same as the standard halyard tail, the lower mast cleat doesn't hold the tail reliably. Any ideas?
