I beleive that on a reasonable interpretation, so long as they are used in the same way, these can be considered a ring for the purpose of this rule.

Hi David, 
Please can you advise -
 
Is the use of thimbles, as pictured, permitted under Class Rule C.6.1.3 (o) for over deck control line tails?
 
Performs the same function as a ring. 
 
The benefit is that if ever they need adding, replacing or removing then that can be done easily, without the need to redo the splice on the continuous control line.
