The ISAF don't issue ratings - 1091 is the current (2015) RYA PN for a full rig Laser.
 
The UK and US numbers used to be equivalent in the early 1980s - since then the RYA have multiplied the UK numbers by 12 (in a couple of separate steps) to avoid having non-integer values.  So for a laser 91.1 x 12 =  1093. 
 
So the D-PN equivalents to the PNs shown in the Aero rules are:
 
RS Aero 9 1035 -  86.3
RS Aero 7  1065 - 88.8
RS Aero 5  1102 - 91.8

Most USA open regattas use a D-PN handicap number. Any idea how that relates to the PY numbers? For instance a laser has an ISAF rating of 1091, its D-PN is 91.1.
