Centreboard gasket fluff sticks out below hull

I had a new boat in the Spring and have noticed that not only does the fluff stick out but some parts of the fluff mounting are also protruding below the line of the bottom of the dagger board slot.  Even slower! I was going to look at other Aeros this coming weekend to see if mine was positioned differently to the others.
 
If it is fitted incorrectly, how is it fixed into the slot and can it be moved up easily?

Hi, the gasket at the base of the centreboard slot is fitted very near to the bottom edge of the slot on our boats. This means it sticks out of the bottom of the boat when the centreboard is in place.  This causes drag (not fast) and even worse seems to love to eat seaweed (definitely not fast).  Should the strip of “fluff” be fixed in place so near to the bottom of the slot that when the board presses against it and flattens/folds it, it sticks out of the bottom of the slot. Or, should it be fitted a bit higher up in the slot.  
Seaweed keeps attaching itself to it.  Really annoying, so some advice on either trimming the fluff shorter and replacing and fixing a centimetre or so higher up in the slot.  Any ideas on the best thing to do here
