looks like an elastic from outhaul pulley up round a tied on pulley and back down to downhaul pulleys. Just an elastic to help downhaul and outhaul release. I've not found the outhaul side needed elastic but i do use elastic to help free downhaul.

what is this setting that can be seen on the @rs_aero instagram account with ropes going up on the outhaul?
