It sounds like this is one of the older toe straps. You can get a new one from RS that has longer adjusting straps (you can also get it online from the RS website, or from a dealer). There are quite a few similar size people that are sailing with these new straps; they seem to have enough length of adjustment. Hope this helps

The person who tried this was under 5ft and probably about 55 kg, they were just perched on the side deck using the full extension of the existing toe strap, but with a short loop of rope between the toe strap web loop and floor fixing, this gave them a couple of extra inches to enable a reasonable hiking position. Their sail number was in the 1500’s. I would have tried it if it was allowed.Reply 09/07/2018 15:12:00

Is it permissible to add a piece of rope between middle toe strap webbing to floor fixing, thereby extending toe strap length to enable hiking for short person. Fig 24 reference in rigging manual .Reply 05/07/2018 21:30:00
