Here is another way which does not invlove any blocks, just two plastic clips and works really well.  On the cunningham the loop tied in the halyard  is just above the cleat and serves a second purpose in letting me know the halyard is fully up.  The outhaul bungy on the sail has a loop in one end so it goes through the clew ring and again a plastic clip.  Both systems are very quick to rig and de-rig.

Interesting approach!  Is it possible to get photos of the way you rigged the outhaul and cunningham ends of the "device"?

Here is what I have been experimenting with. One loop on the main halyard just below the cleat. One soft shackle for quick release (rule C.6.1.3.n calls for maximum 5 seconds). One very small light block. One piece of 4mm bungee. The bungee has a bowline on the Cunningham block and snap-hook to the Outhaul block. The small block makes a very nice equalisation of the bungee tension between Cunningham and Outhaul. Works a wonder, but I am not sure if the small block is fully class legal.

I will try to help you, unfortunately I have issues in uploading pictures.
 
You need:
 
2 times 1 meter elastic 4 mm diameter
1 time thin line (could by nylon or what ever 2mm diameter) 2,5 m long 
 
The thin line is fixed on the upper mast part on this small item which is there to save the halyard.  You fix it with a simple not in the middle of the line. at the two ends of the thin line you put the two elastics. 
 
Then you put one elastic on the upper block of the cunningham and the other on the block on the outhaul. You could either make a knot, I am using a 4 mm thick short soft shakel, which makes it easier.

I am new to the class, and have a new boat sitting in my back garden that I am very keen to use. After reading a few other posts I understand that we can use elastic to help the Downhaul/outhaul release. Does anyone have any suggestions on the best places to tie the elastic too?
